With Tableau Creator license you get 3 products. Prep lets you create links to various data sources, edit and store data.
With Desktop, you also create links to your data sources and explore and visualize data. You then publish dashboards on Tableau Server so that others can gain insights from them.

Tableau Explorer
With Explorer licenses, you work on Tableau Server through your browser. You can use all data sources published for you, create new dashboards or modify existing ones.
This license is suitable for users who want to work with available data themselves, while keeping your data governance in order as an organization.

Tableau Viewer
View and interact with dashboards and visualizations in an easy-to-use platform.

You can create and customise visualisations and dashboards with both Tableau Desktop and the Web Edit environment. But there are certainly differences.
We advise data analysts to always use Tableau Desktop (part of Creator license). All business users who also want to work with Tableau themselves often already have enough with Tableau's Web Edit capabilities. They can best use Tableau Explorer.
